New York Attorney General Letitia James announced a settlement with Frank Arena and David Frazer, the owners of Decks by Design, for the two men’s failure to provide home improvement services for paying customers in the Rochester, N.Y., area, according to a release from the Attorney General’s office. The New York State Supreme court ordered the two men to pay restitution, costs, and penalties of at least $44,000 for their violations.
